JOB OPENING: FINANCIAL AND ADMINISTRATIVE MANAGER

The Centre Pasteur du Cameroun (CPC) is recruiting a Financial and Administrative Manager to join its team.

The Centre Pasteur du Cameroun (CPC) is a public hospital institution under the joint supervision of the Ministry of Public Health and the Ministry of Finance. As a reference laboratory and public health institution, and a member of the International Network of Pasteur Institutes (RIIP), CPC operates in Yaoundé (headquarters), Garoua (annex), and Douala (antenna). Its mission includes medical biology analyses, water and food testing, vaccinations, public health services, research, and training. CPC is open 24/7 to serve the public.

Key Responsibilities

Under the direct supervision of the General Director, the Financial and Administrative Manager ensures proper financial, administrative, and accounting management of CPC. The role involves overseeing financial strategies, compliance, and internal control while managing teams across multiple domains, including finance, auditing, human resources, procurement, maintenance, and IT infrastructure.

Main Tasks

  • Define financial and accounting policies for CPC
  • Develop and implement a short, medium, and long-term strategic financial plan (5 years)
  • Optimize budget management and financial control
  • Manage cash flow, bank operations, and treasury
  • Ensure tax compliance and financial reporting
  • Supervise the Human Resources department, including payroll, recruitment, career development, and training
  • Manage relations with economic and social partners
  • Oversee procurement, tenders, and supplier negotiations
  • Conduct comparative studies on banking services and negotiate banking conditions
  • Supervise accounting and tax compliance
  • Prepare and monitor the CPC’s budget
  • Ensure asset management (real estate and equipment)
  • Supervise IT services and maintain data security measures
  • Prepare quarterly, semi-annual, and annual reports

Required Skills & Qualifications

  • Strong knowledge of financial and accounting principles (SYSOHADA, public accounting, IFRS, GAAP, etc.)
  • Proficiency in budget management, financial modeling, and analysis
  • Experience with financial forecasting, taxation, and regulatory compliance
  • Understanding of procurement and market regulations
  • Expertise in financial reporting, auditing, and risk assessment
  • Proficiency in financial software (SAGE, SAARI, etc.) and Microsoft Office Suite
  • Ability to lead and manage teams effectively
  • Strong communication and negotiation skills
  • Capacity to analyze and interpret financial data
  • Ability to motivate and develop staff
  • High integrity, discretion, and professionalism
  • Strong problem-solving and decision-making skills
  • Ability to work in a multicultural environment
  • Strong organizational and multitasking abilities
  • Bilingualism (French & English) is an asset
  • Cameroonian nationality
  • Master’s degree (Bac+5) in Finance, Accounting, Audit, or Business Administration
  • Minimum 10 years of experience, including 5 years in a senior financial role (public administration, private company, or large-scale project)
  • Category A2 civil servants meeting the criteria are encouraged to apply
