Recruitment Notice – Finance Officer at Norwegian Refugee Council (NRC)
The Norwegian Refugee Council (NRC) is seeking a skilled Finance Officer to join its team in Buea. This role involves supporting the Southwest field office in managing financial operations, ensuring compliance with NRC policies, and working closely with partners and suppliers to facilitate timely payments.

Location: Buea, Cameroon
Contract Type: 12 months, renewable depending on funding availability
Key Responsibilities:
Generic Responsibilities:
- Ensure adherence to NRC policies, tools, handbooks, and guidelines.
- Implement delegated finance support functions according to plans.
- Prepare and maintain financial status reports.
- Update and organise finance-related documents, including vouchers and bank statements.
- Promote and share ideas for improving finance functions.
Specific Responsibilities:
- Manage and update the list of NRC bank account signatories.
- Oversee bank transactions in line with policies and procedures.
- Ensure timely reconciliation of bank accounts and manage bank transfers.
- Process contractor and supplier payments while ensuring fraud prevention.
- Assist non-finance staff in using financial tools effectively.
- Facilitate financial reviews and treasury management for the field office.
- Draft financial reports for project implementation and ensure compliance with donor requirements.
- Participate in budgeting processes and review spending plans.
Qualifications and Competencies:
Generic Professional Competencies:
- Proven experience as a Finance Officer in humanitarian/recovery contexts.
- Strong command of English and basic knowledge of French.
- Intermediate knowledge of Excel and the Microsoft Office suite.
- Familiarity with donor rules such as ECHO, UNICEF, USG, and others.
- Knowledge of Pidgin is an asset.
Context-Specific Requirements:
- ACCA, CIMA, or CAT certification (or finalist student).
- Bachelor’s degree in Accounting, Finance, Management, or related fields.
- At least 3 years of relevant experience in similar roles.
- Final-year Master’s student from a recognized university is also eligible.
