Job Offer UNICEF: International Consultant for Children’s Environmental Health (CEH) Assessment in Cameroon (WCAR)

UNICEF provides financial and technical support across seven key areas: Health, HIV/AIDS, Water, Sanitation, Hygiene (WASH), Nutrition, Education, Child Protection, and Social Inclusion.
Position Overview
UNICEF seeks an experienced and motivated International Consultant for a Children’s Environmental Health (CEH) Assessment in Cameroon. This consultancy will focus on environmental and climate hazards and their impact on children’s health. The consultant will work closely with UNICEF’s WASH Section at the Cameroon Country Office and key national stakeholders to assess and address the environmental risks facing children.
The consultant will assist in identifying key environmental health hazards, such as heat stress, air pollution, lead poisoning, toxic chemicals, and other pollutants. The consultancy will also provide recommendations for health workers’ training on environmental health and offer strategic support for national policy and programmatic development.
Key Responsibilities
- Conduct a comprehensive assessment of environmental and climate hazards impacting children’s health in Cameroon.
- Collaborate with the Ministry of Health, Ministry of Environment, and other relevant national institutions to develop a strategy for addressing key environmental health challenges.
- Lead the design of a country-specific CEH framework and work plan, incorporating government and partner inputs.
- Support the government’s stakeholder coordination and advocacy efforts on environmental health, and assist in organizing consultations and workshops.
- Provide technical assistance for the capacity building of health workers, including identifying training priorities and integrating environmental health topics into existing health curricula.
- Support evidence-based advocacy and policy recommendations to improve the health system’s response to environmental risks.
Deliverables
The following deliverables are expected as part of the consultancy:
- Inception Report including the CEH assessment framework and work plan (Due: 15/04/2025).
- Literature Review Report summarizing existing data, government consultations, and stakeholder engagement (Due: 31/04/2025).
- National Workshop for dissemination of the findings and collecting feedback, including a presentation for internal use (Due: 15/05/2025).
- CEH Assessment Report with recommendations and strategies for future programming (Due: 30/06/2025).
Required Qualifications and Experience
- Education: Advanced degree (Master’s or higher) in Environmental Health, Public Health, Epidemiology, Health Research, or a related field.
- Experience: Minimum of 10 years of professional experience in public health, environmental health, or related areas. Proven experience in research and assessment related to environmental hazards, toxic substances, and children’s health.
- Skills: Experience in stakeholder coordination, capacity building, and government relationship management. Demonstrated ability to conduct data collection and analysis, and to write technical reports. Proficiency in both English and French is essential. Knowledge of additional languages is a plus.
- Additional: Strong expertise in environmental health policies, climate change impacts, and children’s health systems.
Working Conditions
- Home-based for 75 days, with 15 workdays in-country.
- The consultant will collaborate with local and international teams, ensuring that UNICEF’s technical expertise is effectively implemented in the field.
Payment and Compensation
- The payment will be based on the submission of agreed deliverables.
- UNICEF reserves the right to withhold payment if deliverables do not meet required standards or deadlines.
